If you are following the regulations as they (USFWS) requested, why would an agent make things difficult for you? They have your package in their possession, along with all the required paperwork, and someone in the agency takes it upon themselves to just do whatever they want based on how they feel about your shipment?!? That is exactly why I don't bother with foreign material, and just collect locally. There's just too much beyond my control.

Leptraps ships product on a global basis. I was a loyal UPS customer. That all changed in 2005 when I began to sell collecting light units.
I packed up a 40 Watt collecting light unit to ship to New York City. I went by the UPS facility in Lexington, KY. Processed the paperwork, paid with cash and went on my way.
The following day as I returned home from work, I was met by Homeland Security agents. I was placed in their van (I was not handcuffed) and taken back to the UPS facility in Lexington, KY. I was taken to a conference room where I found the box with the collecting light unit on a table.
After a brief introduction, I Was asked to explain what this thing was? (the collecting light unit). The box had been opened and the light bulb was broken. The ballast enclosure had been opened and the power cord was cut off.
When I explained and described what the unit was and how it worked. The woman who appeared to be in charge, exclaimed, do you expect me to believe that?
I then ask her what she thought it was. Another agent description made me smile and shake my head in disbelief. How about a large stick of dynamite and some sort of detinater.
I could see the similarity. However, I told them to look up my website and check the collect light page. I was taken to another room and left alone. After 20 minutes or so the female agent returned, aplogized for the delay, gave me her business card and was sending me on my way.
I wanted to know what this was all about and who would pay for the broken/damaged unit. I was given UPS claim form and escorted from the building.
I never received a response to my UPS claim nor did my customer ever receive the original unit.
In 2007 I received letter from Homeland Seurity requesting a full description of the item under investigation.
This is my description:
A illuminating device used by proctologist when examining large rectal orifices.
I have never been compensated for the damaged collecting light unit, nor did I ever hear from the Dept. of Homeland Security or UPS again.
Unless otherwise requested, Leptraps ships everything via the United States Postal Service (USPS).
I have often wondered if anyone at UPS or Homeland Security figured out what a large rectal orifice was.

I must say that I expected a lot of comments from my story. But "Did she pat you down" was not one of them.
I will say this, while I was in the room alone, I broke wind more than once. The room had a haze to it when she walked back in. She never missed a beat and never reacted to the odiferous smell. I was proud of my performance. One of my better master pieces.
When I was employed 20+ years ago, I traveled a good bit. After 911 I learned to despise the TSA people. As I flew from Ontario Airport in LA back to Jackson, MS in 2002, I had a small pop rivet in the fold out pocket in my brief case. I was stopped by a TSA agent who searched my brief case for the very small pop rivet (When they X-rayed my brief case it was spotted hiding in the pocket) When found it was confiscated and I questions and eventually missed my flight home. However, although I was angry, I knew how the system worked and I filed a claim for compensation for the missed flight and a $700.00 pop rivet that was confiscated and which the TSA eventually lost. I pestered and waited for almost a year, but in the end I was paid. How small was the pop rivet. It is used to hold the number plate to a school locker door. What a terrible threat that little pop rivet was.
And, breaking wind in the metal detector booth came be very entertaining.

I am not going there. I will however say there were no flies buzzing around. You're lucky. Today they'd hit you with pepper spray and then taze you.
