Need help to ID this nest - ants / wasps?

Hi all, can anyone tell me what this is? Appeared over the last few weeks on my balcony here in Tel Aviv, Israel. Have asked around and nobody can tell me any more than probably some sort of wasp (but not a typical wasp nest) or possibly ants. More importantly, how do I get rid of it? PS The photo is very high resolution, but if you scroll in the browser, you'll see it and a creature as well!

They look like mason wasps to me. However, if you leave them alone, they won't harm you. I would just wait for them to raise whatever young they are raising and maybe they'll leave the nest afterwards, then you can remove the nest by hand, later. If you must kill them, spray them with wasp and ant insecticide and then remove the nest.
