Yes, that is an armored millipede.
I have a thread in the "Other Invertebrates" section with the heading: An armored presence.
The specimen which I show is from South America however, I believe these are worldwide in distribution in all the tropical zones.
I was told by another member (livingplanet3) that mine likely belongs to the genus Polydesmus. Not sure what other (genera) armored millipedes have but, there are likely others...
