Nowadays, collecting in Turkey gives you a direct passport to jail or/and a huge amount of money penalty. I got acurate informations from my friend JC Weiss (the Parnassinae specialist) who had tremendous troubles there one year ago. As far I remember, this Forum gave reports about these unpleasant adventures. Would be better to explore the Northern slopes of Caucasus (former USSR) where fly many of the butterflies seen in Turkey : www.lepido-france.fr/2014/10/rhopaloceres-du-caucase/

Turkey is a no-go for collecting w/o permit. That said, if you can get to the right person a wad of cash should get you a permit...no different than USA, the only difference may be how transparent it is and the amount of cash.
But Turkey is dicey. There are a lot of areas, even along the north coast, that a westerner would be wise to avoid. Certainly, permit or not, I wouldn't go into most any areas without a trusted, reliable Turk at my side.
You never know what might happen there. Just two weeks ago in Taksim Square I observed an Amazonian princess running topless through traffic chased by 150 Turks. I was later informed that "she" was a transvestite prostitute and had got into a fight with a cop.

Yes the law is very strict in Turkey. There are heavy fines or even prison for anyone caught attempting bio-piracy. Have you seen the film Midnight Express? Fancy getting sodomised in a Turkish jail? Go and collect without a permit and you will only have yourself to blame for the consequences.
