Do not send payment for specimens before receiving the specimens.

I will update the above advice to include "to anyone." If you have an attached Siamese twin brother who offers you specimens, do not give him payment until he delivers the specimens and you have time to check them for quality and correct identification.

While I agree that NO PAYMENT BEFORE RECEIPT OF SPECIMENS is the golden rule, it does work both ways.
A Thai friend sent a high value order of insects by registered post to a supposedly reputable dealer in France at least 2 years ago and has never received any payment for the specimens (I brought this issue up in the trading reports section at the time) despite the specimens having been received and advertised for sale (with photos) on the dealer's website.
If anyone orders specimens they MUST also pay for them, it is only fair. Bear in mind also that the relative value of money lost to an insect exporter in the tropics is actually much higher than the same amount of money in Europe or the USA.

That is why it is important to protect both traders and buyers from criminals by exposing the criminals using the forums instead of protecting the criminals by allowing them to post classified advertisements and allowing them to continue their criminal activities of stealing money from forum members and others. DO NOT PROTECT CRIMINALS! EXPOSE THEM! This will help others to not lose their money to frauds.

If I may add – don’t risk money (or specimens) you can’t afford to lose. My gosh, we’re talking about buying insects here from people you’ve never met, who barley speak your language, and who live half way around the world.
If you can’t afford it, keep it in your wallet.
If you can afford it, and you get screwed --- C'est la vie!

I do not collect exotic specimens for this exact reason. I am content to collect what is native to my area. If I can't catch it I don't collect it.

Both sides have risk. My suggestion: keep the shipments and money transfers small. If you can't afford to lose it, don't do it.

or pay the extra at a good insect fair, if you can get to one, you see the specimens, you hand over the cash, there in your box, nicely set and everyone's happy.
