I have no personal knowledge of San Jose but this looks like an inaturalist map and for this website you have to keep the in mind that some observations are 'obscured' which means they are only good plus or minus 0.2 degrees.
Observations can either be obscured by the user or by the website if a species is considered threatened, as is the case for this species. In ths case I would suggest looking at the foodplant to get a truer understanding of the probable range and zooming in enough that the obscured observations look different than open ones (translucent circles vs pins).

Yes, they wouldn't be flying around in the city unless they were somehow on ornamental Dudleya? Not impossible, but I'd be surprised. A nice seep with lots of Dudleya is the perfect spot for the sonoran blue.
