Could you tell me what these are?

My husband found about 20 of these tiny bugs in his hair, it suddenly started itching which startled him to it.
They are absolutely tiny so I and struggling to get a picture.
They are black, appear to have wings although I'm not sure. I can see legs and a curved shaped long body.

I cant work out how to send a picture. I will keep trying.

Your location is important.
There are all kinds of flying and biting insects in various parts of the world. In the USA, they might be biting gnats/midges, and they are tiny with
a big bite.
