Help clarify the situation. I bought on Ebay from a seller from Peru a few not-CITES butterflies. I had already bought insects with him, but not a large amount.
This time, after payment, the seller several days without sending the parcel and did not respond to the letters, and the question about the delay in sending the parcel, he said that - "we have sent the application for the Non-Cites export permit, we expect to get this document in 12 business days. The Non-Cites permit is a necessary document for orders with more than 150 USD in value. Parcels sending without the permit could be confiscated by the peruvian authorities."
I feel dirty trick in this situation. What Non-Cites export permit ? The first time I heard about it.
Who knows whether in Peru should issue these documents. It is not a lie? Should I cancel the purchase through Ebay ?

He is applying for an INRENA permit. Standart procedure to export from Peru. This will take some days just as he explained.

Yes I have had the same thing, especially with the rarer species, mine was for a Papilio neyi male, does take a couple of weeks longer and isn't too expensive but if it means we can still get rare stuff, legally, then it doesn't bother me and should keep the customs people happy.

One of my providers from Peru, say me yesterday that the government Peru It has sent a letter to exporters saying it will not allow export Dynastes hercules, Megasoama, and others big coleoptera after end of this month. Anyone know if this is true?
