My renewal for the USFWS I/E license was kicked back with comments requesting info on the 3-200-3 form.
So I called Danny Ocampo at USFWS in Valley Stream, NY. It made my head spin, but I'll keep it short.
Despite the "old" 3-200-3 form not expiring until end of Nov 2013, USFWS changed the form, and procedures.
You can no longer apply as an individual. What? No, you have to apply as a business. According to Mr. Ocampo you don't actually need to have a business, you just put your personal info in the Business block, use your SSN for the TIN, and have to put something in field 3, Description of business. The "applying as individual" block is still there, but you can't put data into it. Duh.
Second, and this is almost funny, if you check "live" in section E5 (and why not, it costs nothing more?) the you MUST list a species. What? How do I know what live species I might import? That's what the I/E form is for...makes no sense. Mr. Ocampo said, "don't worry, man, just put a species down" I asked, do I have to list a species for each of fish, insect, bird, etc? No, he said, they just have to have one species there. Retarded.
Not to blame Mr. Ocampo, he's been there a long time. Apparently these unnecessary and wasteful changes came down from the wonder bureaucrats in Washington.
So be forewarned- make sure you go to USFWS.gov, get the NEW 3-200-3 form, make sure it's the one in which you cannot enter data into the "individual" field. And good luck!
